I too was actually having the same issue. On both Youtube and Netflix, however mine was only when I have a video playing on fullscreen! It was driving me mad (OCD). I also tried the same video on Chrome and at first I didn't notice anything. However it then started to slowly happen over time. My laptop isn't even a year old (MacBook Pro 2019). But since the Catalina update, I can't say that I've noticed it.
Another issue I'm having atm is on YouTube. Sometimes when I'm watching on fullscreen, the video simply stops playing, audio continues, however 80% of the screen is completely black and only the top 20% is viewable, however as a frozen screen. This is all whilst the audio was playing. I think its due to the adapter I have (from Amazon) as I've noticed this happens when its plugged in. Its a pain though.
